swing set questions

We are installing a swing set/slide playset in a 16-foot by 18-foot area. We're planning to install it by adding cement to hold the "legs" -- any tips here, since the legs will be on an angle? Also, a landscaper suggested we put down mulch under the swings, etc. because it holds water and allows you to use that area quickly after it rains. Any other ideas? Thanks!     I'll actually quite a fan of the recycled rubber products. some of them are very durable, as well as safe, and won't spread all over the place like loose fill materials. On the down side they are costly, and under the right circumstances burn like crazy. A carelessly discarded cigarette is no threat, but an idiot trying to burn down a playgrund can do so in short order. As far as cost goes what price is not worth a busted head? All of the newer public playgrounds around here use rubber basses, and when I build mine so will I. Unlike wood fill also the rubber shouldn't have to be periodically replaced
